Assam State Development Corporation

The Assam State Dev.Corpn.for SC Ltd. was established in the year 1975 with an objective to accelerate the pace of economic development of scheduled castes people of the state under the Department of Welfare of Plain Tribes and Backward Classes, Govt. of Assam. Initially the corporation was established with an authorized share capital of Rs.1.00 crore. Subsequently the authorized share capital of the Corporation was raised to Rs.10.00 crore contributed by Govt. of Assam and Govt. of India at the ratio of 51:49. But at present the authorized share capital of the corporation is Rs.20.00 crore and the paid up share capital of. Rs.10.10 crore contributed by both state Govt. and Govt. of India.

In the beginning, the corporation had started its developmental activities as per guidelines of the Govt. through its 8 (eight) nos. of branch offices covering the entire state. Gradually it has increased the number of its branch offices upto 22 nos. covering entire state.

In accordance with its motto of assisting downtrodden scheduled castes people of the state, the corporation has been implementing various schemes as per guidelines of the Govt. from time to time. Some of the impotant schemes implemented by the corporation for upliftment of SC people are - 1.DRI Scheme, 2.Direct loan scheme, 3.Margin Money Scheme, 4.FOIG Scheme, 5.NSLR Schemes, 6.SRMS Schemes, 7.Housing colony for safai Karamcharies and Manual Scavengers. Moreover the Corporation had borrowed an amount of Rs.12.98 crore from NSFDC, New Delhi with a view to lending the same to the educated unemployed scheduled castes youth of the State by implementing schemes like –Tata Sumo, Maruti Van, Mini Bus, Mini Truck, Photostate Machine etc. Altogether 609 nos. of beneficiaries were assisted under this programme. Similar to NSFDC, the Corporation had borrowed an amount of Rs.659.16 lakh from NSKFDC, New Delhi for implementing various schemes for upliftment of people belonging to Safai Karamcharies as well as Manual Scavengers.

Apart from this, the Corporation has also been imparting training to the scheduled castes as well as Safai Karamcharies and Manual Scavengers under Skill Development Training Programme from time to time in collaboration with NSFDC and NSKFDC, New Delhi.

Though the corporation was registered under the Companies Act, 1956, yet it has always been rendering its services for all round development of scheduled castes people of the state by implementing various welfare sector schemes without earning profit by implementing any profit making schemes. As a result, considering the nature of activities done by the Corporation the Public Enterprises Department, Govt. of Assam has categorized the Corporation as welfare sector organization having no income of its own.

The Govt. of Assam has been providing salary support to the employees of the Corporation by earmarking the fund in the State Plan Annual Budget as per requirement since the year 2006-07.
