Centrally sponsored schemes implemented by Directorate of Welfare of SC, Assam

The Directorate of Welfare of Scheduled Castes, Assam has been implementing various welfare schemes for socio-economic and educational development of the SC people under Centrally Sponsored and Central Sector Schemes of Govt. of India.
The following are the schemes implemented by this Directorate:

This Directorate has been implementing the schemes as per existing guideline issued from Govt. of India time to time.

Post-Matric Scholarship Scheme

The Post-Matric Scholarship are awarded to SC students under Centrally Sponsored Schemes 100% of which is shared by the Govt. of India, Ministry of Social Justice & Empowerment. In case of Post-Matric Scholarship, the same procedure is followed as regards payment of scholarship to SC students as in Pre-Matric scholarships to the children whose parents/guardians are engaged in unclean occupation. The Scholarships money are drawn from treasury in exercise of DFP Rules and Bank-Drafts are sent to the Project Director, I.T.D.P for making payment to the students through Bank Accounts. The Scholarships are awarded to SC students whose parents/guardians income does not exceed Rs.2,00,000/- p.a. at the following rate as per instruction issued by the GOI vide No.11017/01/2008-SCD-v dtd.31/12/2010

Pre-Matric Scholarship For Children Whose Parents / Guardians Are Engaged In Unclean Occupation

This is a centrally sponsored scheme with 50:50 shares between the State and the Central Govt. Under this scheme scholarship is provided to the children whose parents/guardians are engaged in unclean occupation. The scheme is aimed at improving the educational levels of the most disadvantaged sections of society.

The payments of scholarships are made on regular basis. On receipt of proposal from Sub-Divisional Welfare Offices in support of students list, this Directorate issues sanction as per DFP Rules. The bills against sanction under the schemes are presented to Treasury for drawal of the sanction amount and prepare Bank Draft/ Banker Cheque in the name of the Sub-Divisional Welfare Officers concerned and this practice is followed as this Directorate does not have bank Account of its own.

The Bank Draft thus prepared are sent to the Sub-Divisional Welfare Offices with instruction to make payment to the students through Bank Account.

Prevention of Atrocities Act

The scheme was introduced in the State in 1995. This is a Centrally Sponsored scheme with 50:50 share between the State and Central Govt. The aim of this scheme is to provide protection against attrocities to the SC/ST people. No fund has been sanctioned during the last three years.

Assam has an excellent record in so far the Protection of Civil Rights of SC people are concerned. There is hardly any case of discrimination or denial of civil liberties on grounds of caste and creed in the State. Incidence of atrocities in any form against the SC/ST is also rare. The State government is always concerned about welfare of Scheduled Caste people and therefore take continued measures to implement the Protection of Civil Rights Act, 1955 and the SC/ST(Prevention of Attrocities Act, 1989) like-

  • A State Level Vigilance and Monitoring Committee, constituted under Chairmanship of Hon'ble Chief Minister.
  • The SC Protection Cell set up with the Director General of Police as the Chairman.
  • Legal Aid Committes constituted at District and Sub-Divisional Level.
  • State Level Advisory Council under the Chairmanship of Minister concerned.
  • The Sub-Divisional Level SC Development Boards.
  • Special Officer and Nodal Officer appointed to oversee implementation of the Acts strictly.

Up-gradation of Merit of SC

This is a central sector scheme with 100% central assistance from Govt. of India. The aim of this scheme is to up-grade the merit of SC students through special tuitions in various educational institutions in Assam.

Coaching & Allied Scheme for Scheduled Castes

The Scheduled Castes people coming from deprived homes and disadvantaged environment find it difficult to compete with those socially and economically advantageous positions. Therefore, this Directorate proposed to implement Coaching & Allied schemes. The objective of the scheme is to improve the representation of the SC people in various posts and services through Pre-examination training for preparing SC candidates for various competitive examination held by UPSC, APSC and other recruiting bodies

Pradhan MantriAdarsha Gram Yojana (PMAGY)

This is a central Sector scheme with 50:50 costs sharing between Central and State Govt. for integrated development of those SC predominant areas.State Govt. is expected to provide matching share for establishment of 100 nos of Model villages under a new scheme- Pradhan MantriAdarsha Gram Yojana (PMAGY) initiated in the year 2009-10. The scheme has been taken up inderMorigaon and Nagaon District as a Pilot Project with an allocation of Rs.1010.00 lakhs. baseline survey and village Development Plan has been completed. The proposal for State share amounting Rs.1010.00 lakhs has been incorporated in the Budget proposal of 2011-12
